lighting question

I've got my holding bins plumbed and got water in them. Question is this. My current system is using 2x 250 de phoenix and 2 x36" vho actinics on it. I've got a 400w radium in the garage that I was thinking of lighting the holding setup while I do the remodel. If I mount it 36"+ above the surface is this going to be too much light for my critters?

seen alot of 400watters on rk2 bins
I personally run 2 175w's and get decent growth, but they are maybe 12" off water
